That's a good description of Rove.
He knows how to get people elected.
Not make them good leaders.

He's smart in term of how to use tricks, go around the law to get things done. But he has no idea how to be responsible and know the larger consequence of his actions. For example, he got Bush elected twice, but he does not know how to help Bush to be a successful president.

Rose ends with the comment about - Some men go to war some don't - Rove dodged the draft by claiming he had a pimple on his back-side that qualified him for a deferment - ask any US Iraq Vet if he has or had much worse and didn't weasle his way out - Rove is a sniveling coward who lies compulsively.
