In Japan, Marilyn Manson is considered Visual Kei and many Japanese Visual Kei fans like him. ;) So yeah you could say that he IS Visual Kei. Visual Kei is simply music in which there is a big emphasis on the visual aspect (as well as the music). Being Japanese has nothing to do with it, just because they came up with the term doesn't mean non-Japanese acts can't fit the profile.

marilyn manson is definently not visual kei, he is shock rock, the reason he is at v rock festival is cause he has said numerous times that he is in love with visual kei, but he himself is shock rock.
