To borncountryful: this song originally is a Mexican folk song from Veracruz. It was made popular by Richie Valens in 1957. Then was recorded as well by Trini Lopez, Neil Diamond and others. Nice rendition by Neil.
I just looked it up at a web site that has an international Neil Diamond discography, and this is a 1973 German release. The other side is his version of the Cyrkle's hit song "Red Rubber Ball", also from "The Feel of Neil" and never made available officially on CD. In the U.S., "Red Rubber Ball" was the B side of Neil's version of "Red, Red Wine" in 1968.
This was on Neil's first album, "The Feel of Neil", released in 1966, plus possibly other compilation vinyl LPs released by Bang records in the 1960s and 1970s. It has never been officially released on a CD, although it may be available on bootleg CDs. In the U.S., it was also the B side of his hit single "Shilo". The record pictured here is not a U.S. release, but I don't know what country it's from. (The printing is too blurred for my old eyes.)
