@genovaz M.Bison is balrog, so they switched it as you said to avoid offending Mike Tyson So they just rotated all the names to avoid that

@GamingAwesome1 M. Bison was originally a jab at Mike Tyson (Mike Bite-son), it was changed in the U.S release to avoid offending the man himself. They gave M. Bison's name to the dictator since it sounds more intimidating than his original name - Vega. Though I'm not sure why they swapped out Balrog and Vega.
