Pretty much dead on about the salt water portion, but to elaborate: Salt water actually eats most metals, just very slowly, and creates a white powdery substance (clumped by the water on the metal) that will cause any moving parts to weld together. It's that residue that makes salt water bad on machines unless the metal parts are coated with some plastic. Basically, they could have used seawater, but then they'd have a huge nuclear bunker sitting there inaccessible and no way to fix it.
