Yes, that's what it looks like. I took on Sanary with a 41 tec ladle and a pure Agi build. Clarence only gets 3 uses of Weapon Shield at this point. This isn't enough for me to get the break so I make excellent use of the Agi Butch has built up. Agi DOES affect backstep distance. The trick is to lure Sanary into jumping in, hop back, then dash in and try to tag her before she recovers. Hit her once, stop, then combo into her guard. Or take a combo to the face and use the invincibility to get a few shots in. Whatever.

I basically use a novice drill or any low level drill with high dur for this fight... XD...

Yeah i'm a drill lover o3o'' they're so great in SNSS1. Easier to break an enemy's weapon, in 2 and 3 it requires more skill (or more weapon shields/astral guards XD)

The AI in the sequel is a little different, but it's still all about baiting them into guarding your drill press. At least until you put Arm Breaker on a weapon. Then it's a joke.

Any reason why you didn't use the Elemental Ladle? Or is it as simply just to make it more challenging? Because, correct me if i'm wrong, the Ladle+Mystery Ore has around 200 endurance no? I'm just curious really...

Yes, it was just to change things up a little for the LP thread. The hot ladle is pretty awesome, but I wondered if it was possible for me to get the break with the ladle.  Besides, Parista makes her steal it like it's some legendary weapon.

i always do break all they weapons to get their techniques xD... and o3o'' analyzing the AI would destroy the little challenge the game has XD

Nope. Limited to a single weapon for the tournament. 3 for everything else. If you mean ALL the weapons, it's possible to get every weapon technique without cheating.
