I've played Forza 3, not NFS Shift though, not yet anyway. Forza 3 was I think the best out of the 3. NFS has been getting great reviews, and from the gameplay I've seen, it also looks like an amazing game. But if I had to choose between the 2, I would choose Forza 3.
