You're comparing apples and oranges here. The fire was 50' in the air. A water hose would do little to help. Secondly, lives were not in immediate danger. You don't risk your life to save a steel and fabric cowboy. You call the fire department and let them handle it while keeping a safe distance. Personally, I think people were too close to this fire, but I don't see how you think encouraging civilians to risk their lives to save a low-value object in which people are not trapped is a good idea.

Exactly right. The fire actually started in a junction box in the ground below Big Tex, which then spread through the bottom of one of his boots. The box is apparently used year-round for other purposes by Fair Park. Concerts, Christmas trees, etc probably also used that box at some point.

Actually the wiring inside was rather recent, all within the last 5 years. The audio system was two years old.
