Sheriff Phillips delegated that one of his officers should contact the surrounding counties and the State Legislature regarding whether they had a sign policy and what type of security precautions they implemented for public meetings. The counties surveyed were Clay, Platte, Greene, St. Charles, Cole, Cass and Johnson Co. KS.
Apparently, only Johnson County has such a policy but citizens are permitted to directly address the Legislature. The State Legislature has a policy that says no signs are permitted in the House or Senate floor. However, it is known that the public cannot access the floor of the general assembly and must remain in the designated gallery.
When Phillips said that policies ran the full range of possibilities, he greatly skewed that perception by ignoring that six of the eight groups surveyed had NO POLICY. The only one that had a restrictive policy, allowed the public time to speak during a portion of every meeting
