When the USA became independent most of the now USA was not in the Union.

Texas was taken by force.Alaska was bought as was Florida.

The mid west was taken by force from the natives as was Hawaii and later the Philippines.

California was not part of the original Union nor the south western states.

The USA is probably bigger and contains more differing people than the Roman Empire.

So I would say the USA is an Empire by any definition.
