Nope. It's available only with Linux, and even then, there are certain things you have to have in order to do this:
1) KDE, GNOME, or Xfce desktop environment. 2) An ATI or NVidia GeForce video card. 3) Compiz-Fusion settings enabled (easy to do if you have the other two on your system) 4) Click System --> Preferences --> CompizConfig Settings Manager, and then under "Effects", click "Animations" (make sure the checkbox beside it is ticked, too), select the "Burn" effect, and VOILA! :-)
