This is an actual clip from Dragon Ball Z played on TV.
Dr. Gero decides to steal Piccolo's energy, and does it in a way ripe with sexual innuendos, which Piccolo then graciously returns.
For some reason 4chan never caught onto it, but here it is presented in its entirety.
Lastly in the original Japanese version, the perverted interpretation was completely absent (Gero instead points out Piccolo's energy is nearly gone and that he is going to die), so this was most likely an inside joke at Funimation.
