Every Wily theme sounds sad... I think it's probably because they want us to think it's the last battle. I always imagine the Robot Masters of each game in some sad scene while the various wily stage theme plays(except for 2's, because no matter how much I like 2, I hate it's Wily 2 theme).

With the exception of 4's, the latter Wily themes tend to be much worse than their flamboyant Stage 1 and 2 themes. But not this one, 6 succeeded with it's endgame themes in the sense that this WAS the last Mega Man game, very sad songs to fit the atmosphere that Mega Man just wanted it to be over, for Wily to give up and give him a break for once.
