This is a sweet Russian folk song with a smile. :-) It is said to belong to the "chastushki" genre, where more verses can be added "ad lib".
Samara is actually an old Russian town. The song is called "Samara Little Town". As it is customary with many Russian folk songs, the Nature, or in this case, the "Little town of Samara" is personified, and in the refrain of the song the main character addresses her home town and asks it to "calm her down" - she is so anxious because she is in love!
The song is sung from the part of a "young maiden" who "grew up and bloomed until the sweet age of 17, and once you're 17, the young maiden's head starts spinning with love." :-) The beloved seems to be taking his time though: "The (head) scarf is sinking... or not sinking... just drifting slowly along (the river)... My sweetheart is loving me... or not loving me... just stalling for time." And yet, "Who cares that the sky is clear - only one star is shining. Who cares that there are many sweethearts - only one makes my heart ache." :-)
