Being a mobile sniper is probably the best approach to sniping, but if you want to "camp", definitely try these locations out. I didn't include several other locations because they either A) don't cover as many silos/flags, and/or B) are WAY too obvious. Please excuse the quality of this video, as I put it together in a few minutes.
Oh, one more thing: ONLY go prone when you're absolutely sure that you're not exposing yourself. Remember, you should only be vulnerable to those who appear in your scope. Even then, if they suspect your presence, you're pretty much dead--the trick is not letting this happen in the first place.

one possible tactic which i sometimes use when someone is at medium range is to snipe them once to take down their health to less than 25% and get the pistol out.
i've been playing this game for ages and i've only recently got better at playing as recon, but when you do get the hang of it, being recon is so much fun, playing around with those mines and det packs

For some extra advice....
high spots are not good sniper spots as thats the first place people will look. When sniping from a building, your best standing as far back as possible, as the majority will try spot you and look for someone on the edges.
As stated in your topic though. The best sniper is one that moves after every couple of shots. If your good enough, you should be able to run through a field similar to assault or engie, and control a field with a rifle from a slight distance.
