Transcript: On March 28th, 2009, US Vice President Joe Biden met with the Prime Minister of Spain, Jose Luis Rodriguez Zapatero, to discuss new foreign relations policies. Upon starting the meeting, the PM congratulated the election victory, saying that the new administration will greatly assist with foreign relations compared to the previous administration. Biden then continues that the US must work hard to gain trust with their partners, while obtaining solutions to problems for both sides. He states that Spain has done a great job in Iraq, and that enhanced cooperation is needed. The Prime Minister admits that during the previous U.S. administration, his policy for foreign relations was easy: Whatever Bush's stance was, he would do the opposite, and he admits that this greatly helped him in the polls. Biden continues his dialogue, states that changing it will not be easy. The previous administration did not ask others in Europe what a general solution was, instead just doing what it pleased. Europe now wants to contribute to decision making that affects the world. Biden outlines that the US will 'genuinely consult and listen to its European partners'. However, Europe in return will have to 'follow through with its commitments'. Biden initially supported the separation of NATO and European militia. When the Spanish Prime Minister says the the European Defence Force will come about, Joe Biden's response was: "I bet it won't". As the final points of the meeting, Biden did not like how Spain pulled out of the Kosovo Military Intervention with little advanced warning. The Prime Minister responds to this by saying that there was a misunderstanding, and that since Kosovo declared independence, and was recognized by several nations, it no longer saw the need to have a mission in Kosovo. It also was to prevent a separatist movement within the countries borders.
