The planets Core first needs to be made active again. I think if we were able to bring a large enough stellar body into Mar's orbit to act as a moon, with the gravitational pull plus its orbiting Mars would cause forces in the core which would create heat, liquidating the core, creating a current. This fluid current would create a Dynamo which would provide an effective Magnetosphere protecting its atmosphere allowing it to be rebuilt, and perhaps even increase the planets Gravity slightly.

@popamon451 Yes, I can see it also. It might not be NASA however, unless the American government gets its shit together. Many private companies are starting to voyage beyond our atmosphere, its just going to get more common. Its only a matter of time before someone bites the bullet and points a manned ship towards Mars :)
