I don't quite get this one. Why would an EAS Alert be issued for a Winter Storm Warning? The area in which I live suffered a major snow/ice storm, and no EAS alert was issued, ever.

Alerts for Winter Storm Warnings are highly unlikely in most areas. This is done more out of fun and to see what it would look like if it were to occur.
