Enable Javascript and Update Flash in Internet Explorer

To Enable Javascript:
-Click Tools
-Click Internet Options
-Click the Security Tab
-Click the Custom Level Button
-Scroll down until you reach the Active Scripting Option
-Click the Circle Next to Enable
-Click OK
-Click Yes if prompted
-Click OK

Sometimes the videos seems to stick or stop and I have everything updated , but still I have these errors and sometimes the videos will upload too fast and the player stops , why is this keep happening while I watch the clips .

if a video file is over 15 minutes but under 2 gigabytes or whatever the limit is, can you still upload it?
