It's a slight commercial for this website. You can use the website to "rent" an area for a party. Usually Japanese homes are very very small (general public houses) and they usually meet with friends outside at restaurants or clubs. In order to have a "house party" you have to rent a "house" for the night. He still lives in the basement below his sister's place. (a four story basement...).

"I've invited my friends, so everyone, please come and play. I'm looking forward to it. I'll work hard to make it the best party."

The start is a site called "moved" (as in houses) and when he puts in his ID, it says "hold a party". He then looks at a floor plan of this place, comments that the living room is large and that they should throw a party. There's a little more but I can't understand it.
