Crack Head Women having Babies

Should Drug Addict women be allowed to keep having crack baby after crack baby or should something be done to stop this when a child is born with crack cocaine in there system can have learning disabilities and with draw problems i think any woman that has a crack baby should be forced to get there tubes tied so they will stop having crack babies.
