It is up to the builders, I put in firewalls whether the plans call for them or not-we usually have enough scrap drywall that would normally go into the landfill, so why not put it to good use instead.

@Rangerbelt It's not up to the builders, it's who is paying for the construction and their architect at fault, the builders are only going to install what the architect specifies and what the client pays for
