The Food Revolution by John Robbins talks about this subject. Lots of information in a really easy-to-read book (and you can find both the normal and kindle versions in Amazon).

Laws like that will not be enacted (at least, not in much of the western world), because it sounds incredibly similar to what happened in NAZI Germany when the government sterilized the people it deemed were "unfit". Perhaps, a better idea would be to make the "incompetent", "competent" through education and other social programs which might just get them to where they need to be in order to be successful parents.
