@umhalil: Theoretically, yes. Practically, they will be prosecuted and forced to pay their taxes anyway in the end, and more. I doubt that this strategy will be effective. Rather, I see the problem in the US' self-interest that drives foreign policy. It is that self-interest in terms of Israel, which needs to be challenged, I think.
