It's a baby magpie, when it makes that sound its letting its mother know something is wrong like it's hungry, E.g it's begging.

@IncidentalStrum - no, Aussie magpies, one of the shrike family, I believe. In South Australia, the white-backed magpie is also known as the piping shrike, and is on their state emblem.
Aren't rooks corvans, related to crows and ravens? We have them too, but they're all black.

@mmarzbarr subuna is correct, that is a young Magpie 'i'm hungry!!' sound. Plus, younger ones also have lots of grey fluffy feathers and very-dark beaks which go away as they age.

it's a baby magpie...they make that noise when they are young...i know cause i used to get owned by a swooping pair of pies when i was young

oh we did... a few bullets later and they never begged for food again...
KIDDING, of course. actually i think we fed the little creatures, as horrid as they are.
