Parallel. Lift is a 7.2V drill motor. One battery lasted 4min and got hot. Two bumped it up to 8min and only got warm.

It's in the specs at the end and in "more info." I was extremely cheap and still have over $200 in the electronics. If you must build your own, go to bphobbies and look at the airplane kits. Then buy everything but the airplane and put it on a hovercraft instead.
Scratch is a rare commodity, and building a hovercraft from it tends to get expensive!

J/K. Depends on what you're testing. Really cheap would be no thrust (lift only) and using a wire to transmit all the power and control inputs.

How is your skirt attached (Is it a solid bag that covers the whole underside, or is it just a ring around the outside), and what does the underside of your hull look like?

Duct tape. :D The underside is solid (no holes) and matches the top, except it's smaller so the top overhangs about 2in all the way around. The skirt is a ring with holes on the bottom and fills with air from between the top and bottom.
It might work better to have holes in the bottom instead of the skirt though.
