It's not only liquor that fuels crimes downtown. Start from the beginning if you want to make a difference. Poverty. If you lived like they do were treated like they are had no hope like they feel. You would drink too. Take away the booze they'll turn to drugs. People in crisis can not live like that 24-7 they need an escape. Fix the mental Heath and poverty situations affecting the people who live and hang out downtown. Crime rates will drop.
