Homeless guy scratches himself bloody

I was sitting at Borders books cafe while this homeless guy freaked everyone out around him by scratching himself bloody for well over a half an hour.

This isn't necessarily from drugs.  My brother had bipolar disorder and when he was a child and the idiotic psychiatrist put him on risperdal and he has been like this ever since. Joe it cool to do this to the mentally ill.

People like this used to be helped by the state, but then they passed laws to protect people from being incarcerated if they weren't a danger to themselves or others. That's why there are so many mentally ill people out wandering around. Sometimes I don't know which is worse, being able to hold people like this, or leaving them alone.
