I would have to agree about the technial triumphs section that some did make good films despte the budget. Roger Corman was king of the low-budget films, because, despite the budget, he always made films that turned a profit. He was panned a bit early in his career, but later, when they started giving him budgets, he started to put out good films that still turned a profit: he did that no matter the budget. For many years after, modern directors still looked to him for advice.
