@gotzJazzhandz in vanilla this was an unblockable. It is a bug that was later fixed. Basically what happens is that when you activate your ultra the opponents character goes into the "googly eyes" state (their eyes go out of their skull) they can't block for 1f (the 1 frame that the ultra startup freeze the game).
So during 1f they can't block, what would happen if something hits the opponent during this 1f? Maybe something that would combo into the ultra after? ;-)
