As cities and states struggle to balance their budgets, folks everywhere are losing their jobs, parks are closing and people most in need are getting left in the dust. As Foster describes in this video blog, it doesn't have to be this way. Trillions of dollars of taxpayer money is currently sitting in unpublicized government investment funds and people are organizing to get it back.

Please, everyone, check out Walter Burien's second video,

The Only Game in Town, to see a brilliant strategy to convert CAFRs into regional endowments that not only serve the people but obsolete the payment of taxes.

It's a great transition strategy until we don't have to deal with an authoritarian state at all...

Dear Foster, why would the city of Stockton not want to bail the city out? And, Can the CAFRS money be given to the people?

Per Tempe, AZ here is a start for you of a review done in 2003 by a retired federal auditor of 30-years that can be used as a guide for 2011: cafrman.com/Articles/Art-Tempe-AZ-CY1.htm

The trick: Turning a profit into a liability. If a city say has a 100-million dollar profit from one of its operations, at a stroke of a pen they create a liability account for whatever they so desire, transfer, and "poof" there goes a 100-million profit re-designated as a liability. Gov was NOT SUPPOSED to operate at a profit. They got around that pesky little rule.. They do the same with their own debt. Promoted at the front and funded with their own investment assets through the back door.

Jack: The Huffington Post did the same to me. I was approved as a writer back in the early 2000's for the site and when I mentioned the CAFR and the structure behind it they rejected / pulled the articles. After they did that three times to me, I called them the propaganda, censorship, and selective presentation shills that they were and canceled / deleted my account with them.

Capone use to say back in the 30's: "What the hell are we fighting government, let's become government and then we can take whatever we want" And has Paul Harvey has said, : "And the rest is history"

Of course. The Mafia has always kept two sets of books. After all, it was tax evasion that the gov got Capone with. They couldn't touch him on anything else.
