    Actually they can, they never stopped being sovereign nations.

    You can INFER that all you want, but a state can't stop being sovereign by inference, otherwise any country could infer it and conquer as long as they had the military power.

    Things have changed a lot since 1783 there are certain criteria it takes to be considered a country, the U.S.A meets this criteria besides that each state can't do what they want by popular vote the option is for the federal government to overturn these actions is possible.

    The word "country" can mean a sovereign state, or it can mean the geography of a union. That's why the 1783 Treaty of Paris recognizes each of the 13 states to be sovereign nations, but refers to the US and Great Britain as "the two countries."

    So each state in the US is a sovereign nation by law, and each citizen of a state is a co-ruling sovereign OF that state: i.e. they can do WHATEVER THEY WANT by popular vote, just like they seceded from the Confederation in 1787-9 to form the current one.

    No, it's an EMPIRE created by despots during the Lincoln Administration.

    That's why the People of the states could dissolve their relationship with the Union in 1787 to form a new one, but couldn't do it again in 1861-- i.e. the despots re-wrote history to give themselves absolute power OVER everyone. Calling it a "civil war" against the Southern states, is no more accurate than Hitler against Poland or Saddam Hussein against Kuwait.
