@neweast1 Class B stops at 7000 over NYC, so really you don't need to talk to anyone. I just flew last night; there were clouds at 4400 so we got cleared straight over the Empire State Building, then Downtown Manhattan, the Statue of Liberty, and EWR at 2500 feet. Was the best cross country ever.

The New York controllers are very good; in this case I was VFR and they were providing radar services to tell me about other traffic.

Yes, but you can't just go wherever you like - there are airspace rules to be followed or else you can get into a heap of trouble...
