Once you have a particle generator you just need to figure out how to animate it. You might not be able to get an exact clone of the effect but im sure with some play you can get it close. I have not used vegas for a good while so i cant help yeh to much there.
Looks like FXhome would do just fine. Really the concept of how it is done is the same in any program. If you cant find a particle generator program then you can always find ways of creating your own non CG particles.
Yes you can do all these effects in Sony Vegas. I believe though that you need to get a partial generator for Vegas. I think the program Boris FX might be the best choice in this case. (sorry it took so long to get back to you, just got done with finals)

btw, i have an other effects program called: FXhome Effects Lab lite . Is that one also working as generator?
