No, they don't got 40 hp. An engine like this puts out 24,1 hp and have a rev limiter set to 14400 RPM. The only difference between the KF3 to KF1 engines is the rev limit, being 15400 on the KF2:s and 16400 on the KF1:s.

is the screeching noise from the tires locking or just him going around the corner fast?

What is the quality of drivers like in KF3? are they more aggressive or cleaner?, also when would the time be right to move into KF racing? would you at least have to get seeded in stars or super 1 to stand at least a good chance of doing any good? or running at the front?

Actually that's a technique to lean on the seat like that, it helps put more grip and also helps to lift the inside rear tire to maximize cornering speed.
