There's an easy remedy for kids who act like this in your class: tell them they win. Have them do what they want until the bell rings, but write what material you would've taught them on the board (the smart and quiet kids will use their time to look it over and ask questions if necessary) . Then right before the bell rings, tell them that tomorrow there will be a 100 point test on today's material.
The kids who spent all day dicking around will all get Fs from which they'll never recover.
