Speaking to the media on the opening day of the Tianjin meeting, UNFCCC Executive Secretary Christiana Figueres said that "Governments have restored their own trust in the process, but they must ensure that the rest of the world believes in a future of ever increasing government commitment to combat climate change."
Acknowledging that political disagreements exist, she said governments seem ready to discuss difficult issues and can break those deadlocks and bridge their differences: "Governments need to agree on what is doable in Cancun and how it will be achievable in a politically balanced manner."

The politicians are more than welcome to continue talking, but grass roots movements have already been meeting all the goals you just mentioned despite the fact that nothing was agreed upon at COP15 and without waiting to see if the politicians can reach any decisions at COP16
