A Muskegon woman who police say lied about how her brother was shot by an officer turned herself in Wednesday.

Prosecutors accuse Tunisia Philips of falsely reporting a felony after she told state police investigators -- and 24 Hour News 8 -- that her brother, 23-year-old Julius Johnson, was shot in cold blood in September. Phillips said her brother had told the officer "please, don't shoot me" just before the officer fired.
