the shaikh who is reciting the surah has real feeling and emotion
he understands the beautiful words of the quran
most people like us dont really understand the meaning of what we read in our salah/namaz this shaikh knows the meaning and it is so beautiful it made him cry

when the love for our lord truly enters our heart, we cry when we hear his words. Also, it is prooven in a saheeh hadeeth that Aisha used to ask the prophet(peace be upon him) to not let Abu Bakr (may Allah have mercy on him) lead the prayer because he used to cry so profusively that the words would not be understood.
