It's all about timing. Sure, if he has the high ground it SEEMS really hard to dodge the charge shot, but it's easier than it looks

@TARINunit9 It could have to do with water shorting out the light bulb receptacle as well. As for Pharaoh Man, I think he and Drill Man are the two toughest. Drill Man because of the unpredictability behind the detonation of the Drill Bombs (and that he's hard to jump over), and Pharaoh Man's speed and room terrain. Yes, he does charge up a lot, but if he's on the wrong platform, you are usually gonna get hit.
