WOW that looks bad, that looks like it could have been attacked much quicker with rapid entry using saws through garage door and with larger hoselines. Looks like you vented the fire and added oxygen when you did not even have attack lines in place. You must not have enough staffing. Perhaps your city officials just don't get it. It looks like a lot of education and change are needed here.
