Olympics are for aspiring young athletes, they are subject to different rules.
If Mayweather imposes his own rules in Nevada, it's unprecedented in boxing history.
Should never happen, State of Nevada should speak up, if they want to change the rules and Pacman I believe will agree 100%.

If I remember correctly, Pacquiao accept venue, purse, gloves, etc. & signed the contract to hand back over to Floyd.
