Advertisers know that women feel empowered by degrading men. And they'll use that to sell cheerios.
And it's socially acceptable. Imagine though if the genders were reversed? What an uproar that would cause. It would no longer be 'funny', just sexist.

I knew there was something off with the commercial when I saw the actress who played the wife. She didn't "look" American to me. When I found out that it was a British import, everything made much more sense.

It really is a dreadful commercial. It irked me the first time I saw it-- the woman's arrogance, the man's pathetic emasculation, the cheapness of the animation, the self-consciously cute dialogue, etc. I just don't like this commercial.
