After reporting felony weapons possession by Richard Havas, a white man, in the City of Troy, The Troy Police Department refused to file charges and prosecute Richard Havas, even though he clearly was in felony possession of Tasers, and admitted to still possessing Tasers, but says he "can't find it." The law in Michigan states that anyone caught in possession of Tasers "IS" guilty of a felony. However, the Troy Police Department then charged a black man with felony possession of Tasers in December 2009 clearly showing the appearance of racial profiling and favoritism. Apparently it's ok if you are a white man in the City of Troy Michigan to have Tasers, and even when caught possessing illegal felony weapons, the Troy Police will ignore it. Even a member of the Troy City Council asks for answers as to why the Troy Police Department isn't doing it's job. Note - The Troy Police Department is the same police department that "lost" $40,000 from a safe that only TWO command officers had keys to at the time. Yet, nobody in the City of Troy or the Troy Police Department seems to know what happened to the money.
