if the guy is growing for his own family and bartering the extra, then I think the state should stay out of it. While the fine seems a little large their point is this, he admited selling some of the food at the market and that is a business and now he needs a business license for this and they will not give it to him if they feel what he is doing disrupts the neighborhood. He tries to re-zone, but guess what, it's too late, he already earned money from what he is doing, thats his mistake.
