Dorothy Who? Blue Glitter Nail Art is the first in a series and a request from a subscriber who wanted me to review my China Glaze glitter collection. It's a royal blue glitter at full color strength and turquoisey at one coat. It is composed of fine blue glitter in a blue jelly base and best worn on its own or over another blue polish that you don't mind covering up.
