I think this is mystification. We seen booster, it is clear. The booster was near station (in space scale).This situation is impossible because of:
1. Probability so small
2. Every site planning launch to be safe
3. UFO - another technology :)

no.. Shuttle SRB don't reach such high altitudes, and these are being recovered. The EFT's are also discarded and then actively directed towards earth so they burn up on reentry very soon. That what is seen here might be a recent remain of e.g. an ariane rocket upper stage. AFAIK these remain in space for a couple of time before they fell into the atmosphere. Other or older things are possible too. Eventually this could also be the Hubble Space telescope (because of its cylindric shape)...
