To me I would say they are wrestling not mating.
Water Monitors wrestle instead of using tooth and claw, the strongest then gets to breed or keep his territory.
Bearded dragons and other lizards use head bobbing to signal to other dragons to leave.

Sorry... they were bleeding... there was a 3rd watermonitor smaller not really far. The "loser" moved in the opposite direction of the 3rd while the "winner" left the area with the 3rd: we saw them to mate from distance... How do you say they were trying to mate?

sorry... look at 1:06.. u see the male head noding like that.. he wants to mate.. the female probly doesnt let him so she was fightin back n he was tryin to fuck.

I noticed that since when I was filming and I was confused... it did the same more than once... but the 3rd was just behind the trees... if this is a response to olfactory stimulation, it could be simply due to the proximity of watermonitor...
