It seems like the gap needs adjusting, because a whistle that size should have much more tone and less steam hiss.

The bowl of that whistle looks awfully large in diameter for the bell. For best performance the OD of the slit should be identical to the ID of the bell. If the steamsheet is outside the bell you will get lots of hiss but little performance.
