Unfortunately to modernize a city you have to construct Building or skyscraper because the Land is a scarce asset and its difficult to merge colonial architecture in huge construction.

It is true this project is on the way from what I heard the have 320 acres for this project they also have sign agreement with Tiger wood golf company to design a golf course 18 holes will host Haiti Open
